Thales and Google Cloud unveil landmark sovereign cloud offering for Germany

The expansion of cloud technologies across Europe's public sector and highly regulated industries has frequently collided with concerns regarding extraterritorial data access. In a direct response to this structural barrier, Thales and Google Cloud have finalised a strategic partnership to develop a new European sovereign cloud offering in Germany.
The platform is designed to allow enterprise organisations to leverage hyperscale cloud innovations while guaranteeing complete operational, legal, and data confidentiality. Currently available in Preview, the architecture targets General Availability by the end of 2026.
Operational separation under full local control
The foundational architecture relies on dedicated, distinct physical infrastructure. To satisfy strict national oversight, the solution will be entirely managed, staffed, and operated by a newly created German entity fully owned and controlled by Thales.
This construct creates total operational isolation from non-European entities, ensuring that personnel inside Germany manage data flows, thereby preventing foreign entities from accessing the resident information. The framework is designed from the ground up to align with Germany's established C5 certification and the newly detailed C3A framework criteria.
An industry first: Pan-European cross-border disaster recovery
By anchoring this upcoming German presence alongside PREMI3NS by S3NS, Thales’ trusted cloud subsidiary operating in France, the alliance introduces a significant cloud architecture capability: a geo-redundant, multi-region sovereign cloud fabric.
Because both regions share an identical technical and operational architecture, multinational European organisations can configure automated, cross-border disaster recovery workflows across France and Germany. This setup establishes high resilience capabilities without exposing sensitive data structures to external data compliance vulnerabilities. This model scales the footprint established by S3NS, which secured its SecNumCloud 3.2 qualification at the conclusion of 2025.
