Governments may soon redefine what it means to protect national assets in the digital era. According to Gartner, at least 15% of nations in geopolitically volatile regions are expected to establish formal data embassy agreements by 2029. The shift signals a move away from relying only on domestic data localisation toward building resilient digital infrastructure that can survive major disruptions.

Why governments are embracing the Sovereign dispersion model
Gartner says governments are increasingly exploring a Sovereign dispersion model, where critical applications, infrastructure, and data remain under national legal control even when hosted outside the country's borders.
Instead of depending on a single physical location, governments can replicate essential systems across trusted jurisdictions through bilateral digital infrastructure agreements. This approach reduces concentration risk while preserving sovereignty through legal protections rather than geographic boundaries.
According to Gartner analyst Daniel Nieto, this model allows countries to maintain control of critical systems without limiting resilience to domestic infrastructure alone.
Data embassy agreements could redefine digital statehood resilience

Preparing governments for black sky events
Gartner argues that the greatest value of data embassies may emerge during severe disruptions known as "black sky events."
Critical government records, including civil registries, tax databases, property records, and fiscal systems, can operate as synchronised extensions outside national borders. This reduces government data localisation risk by ensuring public services remain available even if domestic infrastructure becomes unavailable.
For highly sensitive defence and intelligence systems, Gartner recommends additional safeguards, such as post-quantum cryptography and zero-trust architectures.
